Contractors, Land Developers and Oversize/Overmass (OSOM) Heavy Vehicles

Westlink M7 values safety. To ensure that we maintain a safe environment for our customers, staff and contractors – and for efficient operation of the M7 motorway, please read the information, and follow steps below, for work or access to the M7 motorway corridor.

Contractors and companies planning work in the M7 corridor, or transport companies with oversize/overmass (*OSOM) heavy vehicles and loads travelling on the M7 motorway, are to register and apply for a work authority permit (WAP) through our online system, Permitted.

A work authority permit is required for planned work activity on the M7 mainline and interchange ramps, in areas on or next to the M7 Shared Path, or on site at the Westlink M7 Eastern Creek Control Centre (ECCC).

(* OSOM Loads: Height > 5.2m AND/OR Width >= 4.3m AND/OR Total Mass > 150t, complete steps 1 and 3)

Step 1: Company Registration

Registering with Westlink M7 is easy, and one time only. Email the following details to access@m7.com.au.

  • Company/entity name
  • Company ABN
  • Contractors - attach current Public Liability (min $20M) and Work Cover Certificates (*insurance documentation can be updated annually to remain registered).    

Once company details (above) are received, M7 will issue an email back confirming account access into the Permitted Portal; with a company username and password for accessing the system.

This step establishes a site agreement between your company and Westlink Services Pty Limited, the Westlink M7 Operations and Maintenance provider.    

Step 2: Individuals – M7 Site Ready and M7 Inductions

Once company registration is complete, individual workers can log in to Permitted here to get M7 site ready and M7 inducted, and will need:

  • company ABN
  • a valid work email address and mobile number
  • upload proof of identity, copies of work tickets and qualifications

Please note, individual registration in Permitted can take up to one hour, per employee.

M7 Inductions

Individuals will need to complete an online induction in Permitted.

M7 site inductions are valid for 12 months. 

Step 3: Work Authority Permits (WAP)

Once steps 1 and 2 above are completed, contractors and workers can apply online for a Work Authority Permit (WAP) in Permitted, minimum five business days prior to any proposed works, or OSOM travel, being carried out.

Log in to Permitted Portal and submit WAP here.

Heavy Vehicle Access Request (Oversize/Overmass)

Registered Transport companies log in to Permitted and use the ‘Heavy Vehicle’ TAB to apply for a motorway authority request, with:

  • Start and End Date for travel on M7 motorway (including estimated times on M7)
  • Route on M7 (on and off)
  • Load Dimensions (Height/Width/Mass)
  • Contact Details

Westlink M7 will then contact you to coordinate your movement on the M7 motorway.

Visit Roads and Maritime Services for information on OSOM classifications, permits and vehicle movements.

Road Occupancy License (ROL) and Traffic Control 

For the safety of workers, travelling public, pedestrians and cyclists, companies and individuals must obtain their own road occupancy license (ROL) and engage own traffic control, for work in the M7 motorway corridor, or on or next to the M7 Shared Path.

All traffic control plans (TCP) must be certified, before they can be submitted to the Westlink M7 for a Work Authority Permit approval.    

Developer and Landowners

Developers and landowners working on projects and properties next to the Westlink M7 motorway, including the M7 Shared Path, may request information or ask for a technical review of the impact of proposed works, in advance of a development application. Developers and landowners may need to consult with specialist advisors and should conduct their own investigations including Dial-Before-You-Dig.    

Consulting our Stakeholders    

Depending on the nature of work proposed, Westlink M7 may request a meeting or consult with relevant stakeholders, or seek further information about the works, before approval to work in the M7 corridor can be given. Westlink M7 recommends contacting our project team as early as practicable in the planning stages of contractor works, to ensure all requirements can be met and to minimise the potential for any delays.
